KIEV, Ukraine — The threat of a Russian invasion of mainland Ukraine appears to have ebbed, and the critical presidential elections will be held across the country on May 25.

However, in two of Ukraine's eastern regions — accounting for 15% of Ukraine’s total population — voters are likely to be disenfranchised due to armed pro-Russian separatists who have seized control of the Donetsk and Luhansk regions.
