After Obama's Big Climate Proposal, China Signals It May Cap Carbon

On Monday, the Obama administration announced the biggest step the U.S. has ever taken to curb emissions of greenhouse gases that cause global warming. The proposed rules, which would go into effect in one year, would reduce carbon emissions from power plants by 30% compared to 2005 levels by 2030.
