When will I be able to make apps for Apple TV?

In this video, iOS engineer Sam Stigler helps alleviate some of the anger over Apple's lack of an Apple TV SDK by hypothesizing what such a kit would look like

What kind of operating system will it be built on? What kind of frameworks will it interact with? How will it utilize UI Kit? Will it have enhanced accessibility settings? Who's currently using it?
