The World Cup is kicking off during one of the worst droughts on record in Sao Paulo, with the biggest impacts being felt in and around the rapidly growing city of 18 million

Officials are going to great lengths to prevent widespread water supply and electricity disruptions during the games, but scientists say a more comprehensive program that addresses both water supply and demand issues is needed in case the next rainy season, which begins in October, is lackluster.
