Twitter Is Still Down [UPDATE]

Update 4: We spoke too soon. As soon as our post was updated, Twitter decided to go down again. Will users finally get frustrated enough to actually use Google+?

Update 3: And we appear to be back. With any luck, the Twitter gods will keep the service moving. This appears to be Twitter's most sustained downtime in at least 12 months. We've reached out to Twitter for more details surrounding the downtime.

The social network appears to be completely down (not a fail whale in sight). Visiting Twitter.com results in "no data received" messages and third-party Twitter apps such as Hootuite are giving out "Twitter API is busy" messages.
